About the project

Enviroparks Hirwaun is a new material recovery and energy-from-waste facility in South Wales. The proposed facility is intended to process up to 238,000 tonnes of non-hazardous waste per year from within the region and produce enough electricity for 25,000 homes per year, divert 90% of wastes received from landfill, create up to 100 permanent jobs, achieve Welsh Government recycling targets and offer a viable alternative to incineration.

The project is split into two phases:

Phase 1

Fuel Preparation Area / Materials Recycling Facility to separate incoming feedstock into recyclates, refuse derived fuel, secondary derived fuel and aggregates.

Phase 2

Gasification plant and associated equipment.

ChandlerKBS provided services including:

  • The development of an optioneering tool for the appraisal of various gasification technologies and project financial viability.
  • Cost estimating for Capex and Opex elements including whole life costing.
  • Value engineering and risk analysis to achieve financial closure.
  • Procurement of an EPC contractor.
  • Contract advice, preparation of contract documents, and target price agreement.
  • Post-contract cost management and NEC contract administration.
