About the project
This €245 million scheme comprised the construction of 37km of high quality dual carriageway on the strategic route between Dublin and Cork. The project included the construction of 13km of side road improvements, 68 structures (including a feature three span bridge across the River Suir), and the crossing of the existing Waterford to Limerick Junction Railway, north of Cahir.
The project was the first in Ireland to be procured using Early Contractor Involvement.
ChandlerKBS undertook independent reviews of the cost management systems and processes employed on this NEC ECC Option C contract. The form of the reviews included:
- Frequency and intensity of financial audit.
- Identification of Disallowed Costs.
- Assessment of Compensation Events.
- Review of the Early Warning Process.
- Out-turn cost forecast.
The road was opened to traffic four months ahead of programme.
